In April of 2009, the residents of Coal City passed a Six Million Dollar Bond Referendum to improve the conveyance of storm water within the Village. In recent years, the village has had a number of storm events that have exceeded the capacity of the existing storm sewer system. Construction of the new storm sewer network began in June with the installation of a 54"-60" storm sewer along North Broadway Street. This new storm sewer was designed to convey a storm that happens once every 10 years for the neighborhoods adjacent to Broadway Street, north of Route 113. A second storm sewer project was bid in November, with construction slated to begin early in 2010 with completion in June. This project will consist of new storm sewer on Oak Street from the ComEd ditch to the BNSF Railroad and First Avenue from Fourth Street to North Street. Design plans for the neighborhood south of Oak Street, east of the ComEd Ditch, west of Broadway Street and north of Maple are currently being finalized and will be ready for bidding in early 2010.

In general, it is important to start the improvements at the outlet or ditch and work your way into town. Therefore, the initial focus will be to improve the mainline ditches and structures along the ComEd ditch and the east Coal City ditch. Currently in design is the structure under McArdle Road just east of Carbon Hill. The village is also in discussions with the Illinois Department of Transportation to adequately size the culvert under Route 113 at the ComEd ditch. The village will be installing an additional culvert just south of the railroad tracks on Fifth Avenue to improve drainage in the Eileen area. In addition to this culvert, the village will be analyzing the drainage in the Eileen area to determine storm sewer improvements to be designed and constructed in 2010 or 2011.

Once the mainline storm sewers, ditches and structures are improved to accept addition storm water flows, the neighborhood storm sewer systems will be constructed. More specifically these areas include: South Broadway Street from Spring Road to the Railroad Tracks, including intersecting streets; DeWitt Place, Gordon Avenue, Mary Street, Marguerite Street, Carbon Street, Church Street and Kankakee Street between Oak Street and Division Street; First Street, DeWitt Place and Fourth Street west of Broadway Street; the neighborhood bounded by Broadway Street, First Street, Fourth Street and Shabbona Street; and the Eileen Area. Additionally, the railroad ditches will be analyzed to determine if improvements can be made to better covey storm water within the railroad property.
